Napoleon's Napoleonic Code did bring some elements of freedom to the people, such as the protection of property rights and the principle of equality before the law. However, it also centralized power in the hands of the state and limited individual freedoms in some areas. Additionally, Napoleon's aggressive military campaigns and expansionist policies earned him the reputation of a war-mongering despot. Ultimately, while the Napoleonic Code did introduce some progressive legal reforms, Napoleon's overall legacy is one of a leader who prioritized his own power and ambitions over the freedom and well-being of the people. **
